Vision and Mission Statement

Preamble

We stand on solid ground for unity and justice entrusted to us by our martyrs, the Eritrean people united in a common struggle for their rights and common destiny. We are eternally grateful to our martyrs who gave their lives for the causes of our rights and independence during the long and heroic revolutionary struggle for liberation, as well as to our Eritrean patriots’ courage and steadfastness. Despite so many sacrifices, Eritreans are betrayed by the dictatorial regime of the PFDJ. Despite, hard-earned independence in 1991, deliberately denied constitutional governance and other democratic institutions.

The regime has complete control over the lives of its citizens in all aspects of political, social, and economic life, and ruining social, cultural, and economic institutions. Its criminality against the citizen is summed up as a crime against humanity and ignites conflicts with all of its neighbors.

Vision & Mission

We accept nothing less than democratic principles as our guide and the rule of law as our pillar. We reaffirm our commitment to Eritrea’s peaceful and prosperous future.

The Eritrean Government-in-National Exile’s Representative Council (NRCE-GIE) will oversee the peaceful and orderly transfer of power to the people.

The country’s sovereignty and territorial integrity are firmly secured, and citizens have equal and maximum freedom to exercise their constitutional rights.

An end to an authoritarian regime and usher in a democratic and social revolution in Eritrea by uniting and empowering its people both at home and abroad to participate in the political system and effect the necessary change.

Working in unison to affect positive change in Eritrea.

We see our diversity as a strength, not a weakness; thus, Eritrea is a diverse, multicultural, self-sufficient, unified, equal, love for truth and justice, democratic, and prosperous country that protects the dignity and rights of all individuals.

Political power will be decentralized, the right for self-government guaranteed, the rule of law upheld, and Eritrea should be secure and peaceful with itself and its neighbors.

  • The formation of a  government in Exile run by an executive body and Assembly (congress)

Our pledges for Eritrean National Unity, and national interest.

Our National interest, national unity, and establishing a democratic form of government is the motive for the creation of  NRCE-GIE. NRCE-GIE believes it can achieve freedom, democracy, and justice by galvanizing and mobilizing national and democratic movements to inspire the Eritrean people and have them own the movement. Promote inclusiveness and participation of the Eritrean mass in national affairs. NRCE-GIE will be governed by and work to promote democratic values and principles.

Our National Unity is our core value for national unity. We recognize the diversity of the Eritrean people and that all have equal rights under the law. Eritrea is multicultural with diversity in language, ethnicity, religion, and way of life. NRCE-GIE pledges and promises to work for the respect of national sovereignty and territorial integrity, according to international laws.

Since its independence in 1991, Eritrea has had high aspirations to govern itself as an inclusive, peaceful, and democratic system of administration. However, the despotic regime hijacked the dreams and aspirations, and Eritrean people have found themselves in a nation with no laws, constitutions, or necessary institutions. The authoritarian government of PFDJ made the 1998 border war with Ethiopia an excuse to suspend the approved constitution and assumed absolute power to paralyze the nation. The Eritrean Constitution has never been implemented and it needs modifications/amendments based on the needs of all the people.

NRCE-GIE appreciates the participation and contributions of all individuals and organizations to make this document possible, especially thanks to Mr. Yemane Asfedal for your contributions. NRCE-GIE and the organization are solely responsible and take full charge of the contents of this document.

Memorandum of Understanding ( MOU )

National Representative Council of Eritrea ( NRCE-GIE ) Memorandum of Understanding ( MOU )

This brief and important MOU by NRCE-GIE is to create and establish a clear understanding and a road map and the intentions of NRCE-GIE to build infrastructures sustainable and introduce the core values based on democratic principles. Creating “ Global Bay to” is hard before successful “Global Bayta.”

NRCE-GIE’s definition of Stakeholders directly or indirectly is the people of Eritrea. NRCE-GIE will coordinate and introduce the missing link to build the foundations, bridges, tunnels, and buildings necessary for a more robust democratic form of government, limited scope but practical and achievable. We no longer want to dwell on social media nor are we interested in paper tigers that do not follow the action. Our agreement is focused on all interested Eritrean people, no matter their political and religious affiliations.

Our collective & mutual agreement for

1- “ Direct Democracy” form of government, one man, one woman, and one vote.

2- Eritrean problems require Eritrean solutions, and by Eritrean people. The famous quote by US Ambassador Stevens C. walker “ Eritrean future is for Eritreans to decided .”

2.1 – All focus and concerns, primarily, are about Eritrea and Eritreans, period; everything else is secondary.

2.2- Unify the Eritrean people and the country before any external commitments.

2.3 – NRCE-GIE centers on Eritrean interestbecauseEritreaninterest is for life.

3- The Rule of law – No one is above or below the law, and a law that is blind. (the law of the land, Constitution, Higi-Enda-Aba, etc.)

4- All Eritreans are treated equally, given guaranteed fundamental rights under the law, and are protected, because democracy is not an option for pick and choose. 5- Three equal but separate branches of government. ( Executive, Legislative, and Judiciary )

5.1 Creation of Executive – phase-I

5.2- Creation of Congress/Bayto Eritrea – phase-2

5.3- Creation of Judiciary Branch – phase- III

6- Life and activity of NRCE-GIE are limited to only in Exile.

6.1- future Eritrean transitional government to be elected by the people.   6.2- hybrid government between people home & abroad, (people decide)

6.3- Smooth and Peaceful transfer of all GIE access & necessary developments to the upcoming transitional Government of Eritrea.

We pledge and agree to speak in one voice in representing the country and its people on the world stage. Our purpose to form a transitional government in exile is to unify, limit differences, earn recognition, and lead the way to enact a stronger foundation for a democratic form of government. NRCE-GIE’s most important task is also to become a bridge and strength the link between inside and outside Eritrea.

We talk, walk, and daydream, ahead of ourselves, as we have the culture and the environment of democratic experience. Unfortunately, that is not the case. We are new to it, so we need a few Jeffersons, Madisons, and Franklins of Eritrea to devise a robust democratic form of government based on a diverse Eritrean society. “Bayto” without proper ”Bayta” is unattainable.

I agree with the general principle and MOU of NRCE-GIE. I may not agree with 100/%, but enough substances for me to work and support.

We are building a Castle one stone at a time.
